Separators can be used on pages to visually divide pieces of content. They are found by pressing the [+] add block button in the block editor and finding the "Separator" block:

Note that for accessibility reasons, they should not be the only thing that divides sections of content, because screen readers (or those with poor vision) may not be aware of their presence.
Headings are what are required to properly separate content.
Usage
Separators should only be used on pages.
We don't recommend using separators on posts.
The reason that we don't recommend using separators (or spacers) on posts, is that it creates individual styling on a post-by-post basis. This is a major long term maintenance problem.
All styling for posts should be done site-wide via the theme or custom CSS.
