Modern versions of the themes have the "Before Header: Newsletter" widget area set to display:none; on mobile. This is an update to bring the themes in-line with search engine requirements to provide a better user experience, by displaying as much content above the fold as possible.
This comes down simply to user-experience, which is a huge focus for search engines.
When a visitor arrives to your website looking for a "Vegan Quiche Recipe", the newsletter splayed across the top is not what they're there to see.
The recipe is.
This means that sites that provide a better user-experience by not shoving the newsletter into their visitors faces will outrank sites that don't comply with modern best practices over time.

Email harvesting
Harvesting emails and building a targeted is absolutely a legitimate strategy and should be done. But it needs to be done tactfully. Earn the visitors trust and respect first, by providing them with the content they came to see.
Once you've delivered that value, you can ask them tactfully if they'd like to opt-in to the newsletter. We recommend putting this just before the recipe card (so that people find it easily when they "jump to recipe").
Displaying the before-header newsletter on mobile
We don't recommend it, but now that you're aware of the consequences, you can display it if you'd like. Simply add this to your "Additional CSS" screen in the customer.
