2019 Update: Home page pagination is outdated. Instead, focus on creating good site structure with well defined categories.
Because the home page is so flexible, pagination would not work well. We would need to limit the flexibility of the home page in order to add that feature and we chose to stick with flexibility.
Your readers should be able to navigate your site using just your menu, and internal linking. See this post on how to configure your category pages.
Truthfully, so few people care enough to browse through your pages arbitrarily that this functionality was removed. In >95% of cases, people come to your website looking for a specific topic or recipe, and land on a page that isn't your homepage.
When looking for something, they'll start with the search feature, which they expect to find in the header of your website.
Update 2019/06/01
The blog setup for sites is no longer recommended. This is a relic of the old days of "hobby blog" sites, which died years ago. Food blogs should now aim to deliver content relevant to your visitor's interests, which are typically specific to the page they landed on your site for.
Nobody browses aimlessly through a list of unfiltered posts by date in 2019. The "blog" setup is dead, and we no longer support it.
Outdated: Adding Pagination to the Homepage
One option to get around this is to add a text widget to the "Homepage: Bottom" widget area, that goes to your blog. Something like this should work:
